FCM Travel vs. BCD Travel: Upper Mid-Market & Global Enterprise RFP Comparison

FCM Travel and BCD Travel meet most often in $3M–$25M RFPs where a company has outgrown a regional agency and wants global coverage without paying for an enterprise account model it will not use. Headline fees are close. The differences are in three definitions: what counts as an offline touch, what a partner-market booking costs, and how “savings” are reported.

FCM is part of the listed Flight Centre Travel Group; BCD Travel is part of the privately held BCD Group. Ownership matters less than which one prices your country mix and offline profile better.

Where each TMC is built to win

FCM Travel is the corporate travel management brand of Flight Centre Travel Group, which is listed on the Australian Securities Exchange and also owns Corporate Traveller for smaller businesses. FCM serves global and upper mid-market accounts through owned operations in its core markets and a partner network elsewhere, with its own FCM Platform and traveler app alongside third-party OBTs.

BCD Travel belongs to BCD Group, a privately held Dutch company. It concentrates on large and multinational accounts, typically on a third-party OBT such as SAP Concur, with its TripSource app, data products and the Advito consulting arm in the same group.

In practice FCM bids hardest where a program is $3M–$15M with a strong home-market core and a tail of international markets; BCD bids hardest where a program is multinational from day one and wants a management-fee or hybrid model. Both bid outside those bands. The FCM fee schedule audit guide and BCD Travel audit guide cover each vendor alone.

Rows 5, 8 and 10 are the ones to fight over. An offline touch defined as any traveler contact turns a seat request or a quote into a billable transaction. A partner-market uplift turns a single fee schedule into twenty. And a savings report built on a TMC-chosen baseline cannot be used to judge the TMC.

  • FCM Travel (own platform): No separate OBT licence; percentage line models partner-market uplift on international volume.
  • BCD Travel (third-party OBT): Online line includes about $4 of third-party OBT licence; stronger credit reuse in the model.

Three definitions that move the bill

Offline touch

Ask both bidders for their exact touch definition and for a month of anonymized billing detail from a comparable client. A strict definition bills only on a ticketed or confirmed change; a loose one bills on quotes, seat requests, emails and calls. On a 6,000-trip program, ten points of “phantom” touches at $30 is $18,000 a year.

Partner markets

Both TMCs serve some countries through partner agencies. Partners often apply their own local fee schedule, which the master agreement may allow. Request the list of partner-served countries, the fee schedule in each, and whether data, profiles and unused credits flow back to the global platform. Corridors such as London transatlantic or Frankfurt and DACH should be owned or contractually equivalent.

Savings reporting

TMC savings reports measure fares and rates against a baseline the TMC chooses: lowest logical fare, a published fare or a split-ticket construction. Split ticketing and fare construction can save money, but the savings figure is only as good as its baseline. Contract for a baseline you approve and audit it yearly; the forensic audit checklist includes the test.

The exact contract clauses to demand from each TMC

From FCM Travel

Schedule A · Offline touch definition

An agent-assisted fee is chargeable only when an agent issues, reissues, refunds or confirms a booking. Quotes, seat or meal requests, itinerary copies, policy questions and calls that do not result in a booking change are not chargeable.

Clause 3.9 · Platform licence neutrality

If the Client books through a third-party OBT instead of the Provider’s platform, the Provider’s online fee shall not increase, and any third-party licence fee shall be passed through at cost and shown as a separate invoice line.

From BCD Travel

Clause 5.5 · Partner-market rate card

The fees in Schedule A apply in all countries in Appendix 2, whether serviced by the TMC or a partner. Partner-served bookings shall feed the global data platform within 24 hours, including unused ticket credits and profile changes.

Clause 13.2 · Independent savings baseline

Savings shall be reported against a baseline approved in writing by the Client. Neither the TMC nor any affiliate, including consulting affiliates, shall prepare the Client’s annual TMC performance or fee review.

Each clause applies to both bidders; the split above shows where each one is most often missing from first drafts.

When each TMC fits

FCM Travel fits
Upper mid-market programs, $3M–$15M, with a concentrated home market, a team that wants a dedicated account contact without enterprise pricing, and an appetite for the vendor’s own booking platform. Growing companies can step up from the group’s SME brand, compared in Corporate Traveler vs Navan.
BCD Travel fits
Multinationals with meaningful volume in many countries, a preference for keeping their own OBT, and an interest in management-fee pricing; see the model crossover in Amex GBT vs BCD Travel.
Sector fit
For manufacturing and field-service programs with secondary-city hotels and extended stays, score each bidder on hotel program depth in your plant cities, not on global office count.

Running a neutral FCM vs BCD benchmark

  1. Week 1 — Country map. Tag your last 12 months of trips by country of booking and servicing, so partner-market exposure is measured, not guessed.
  2. Week 2 — Definition-locked price sheet. Issue the RFP with the touch definition, partner rule and savings baseline already written in; bidders price the definitions you set. The TMC RFP guide has the template.
  3. Week 3 — Reference test. Ask each bidder for two references of similar size and country mix, and ask those references for their real offline share and fee-at-risk payouts.
  4. Week 4 — Best and final. Score both on the same basket and the same clauses, then negotiate. Compare final fees against the 2026 TMC fee benchmarks.

Executive FAQ

Questions procurement teams ask about this

Is FCM Travel cheaper than BCD Travel?

Not structurally. Headline online and offline fees in comparable bids are usually within a few dollars. The total depends on your offline share, how each contract defines a billable touch, how much of your volume sits in partner-served countries, and whether you pay a separate OBT licence. Model both on the same basket with the same definitions before comparing price.

Who owns FCM Travel and BCD Travel?

FCM Travel is part of Flight Centre Travel Group, a company listed on the Australian Securities Exchange that also owns the Corporate Traveller brand for small and mid-sized businesses. BCD Travel is part of BCD Group, a privately held company based in the Netherlands, which also owns the Advito consulting business. Neither ownership structure changes your contract, but it does shape how each one builds its technology and partner network.

What is a partner-market uplift in a TMC contract?

In countries where a TMC has no owned office, it often services travelers through a partner agency, which may apply its own fee schedule. The difference above the master rate card is the partner-market uplift, commonly 0%–25% in bids we review. Demand one global rate card, a list of partner-served countries, and data flowing back to the global platform within 24 hours.

How should I judge TMC savings reports?

Check the baseline first. Savings measured against a TMC-selected fare or published rate will always look large. Ask for savings against a baseline you approve, such as your prior-year average fare by city pair or your negotiated hotel rate, and audit it once a year. If reported savings rise while your cost per trip stays flat, the baseline is too generous.
