Independent TMC & Corporate Travel Platform Comparison Hub

Eight names dominate most corporate travel RFPs: four global TMCs (Amex GBT, BCD Travel, CWT, now part of Amex GBT, and FCM Travel), three cloud platforms (Navan, TravelPerk and Spotnana) and the SAP Concur plus legacy TMC stack. They do not sell the same thing, so their proposals cannot be compared line by line until someone normalizes them.

This hub does that on six dimensions: spend tier fit, online fee, offline fee, NDC maturity, unused ticket reuse and contract traps. Every figure is a typical contracted range from RFP responses and invoices, not a price list.

How to read an independent TMC comparison

A legacy TMC proposal prices people and process: a schedule of online, agent-assisted, exchange and after-hours fees, often on top of a third-party booking tool. A cloud platform prices software: a per-trip fee, a plan or subscription, a platform licence, or a bundle with expense and card. A Concur stack prices both, separately. Putting a $9 online fee next to a $0 per-trip subscription next to a platform minimum tells you nothing until all three are run through the same basket of trips.

The matrix below lists each platform’s typical ranges and the contract trap we test first. Shortlist up to three, then open the matching head-to-head page, where a normalized 12-row fee and SLA table and an annual fee and leakage simulator model them on your own spend. Ranges are typical contracted figures we see in RFP responses and invoices; verify each one against your own proposal before you rely on it.

Legacy TMC vs. modern cloud TMC: the structural differences

Pricing
Legacy TMCs bill per touch or through a management fee; cloud platforms bill per trip, per plan or per platform licence, sometimes discounted against card or expense adoption. The 2026 TMC fee benchmark report compares the models on one basket.
Servicing
Legacy TMCs run large agent networks with owned and partner offices; cloud platforms run smaller agent teams behind the app, or, in Spotnana’s case, rely on a separate servicing partner.
Content and NDC
Cloud platforms were built in the NDC era; legacy TMCs have added NDC to GDS-based workflows. What matters is whether exchanges and refunds on NDC tickets are serviced in channel at the same fee. See GDS and NDC surcharge mitigation.
Data
Cloud platforms hold booking, expense and card data in one model; legacy stacks spread it across the OBT, TMC mid-office and expense tool, which is where unused ticket credits get lost.

Neither model is better in general. A high-adoption domestic sales team and a multinational with rotational crews need different contracts, which is why the industry playbooks and market corridor guides sit alongside these comparisons.

What the six matrix dimensions measure

  • Spend tier fit — the program size each platform’s commercial model is built for. Bidding outside it is common; pricing outside it is usually worse.
  • OBT fee — all-in online cost per trip, including any OBT licence stacked on top of the TMC fee.
  • Offline fee — agent-assisted domestic range. Multiply by your offline share; at 35% offline this line often exceeds the online fees.
  • NDC direct pipe maturity — how NDC content is reached and serviced. Weak servicing exposes you to $12–$24 per segment in channel surcharges.
  • Unused ticket auto-reuse — whether credits appear at the point of sale. Programs without it forfeit 2.5%–4.0% of air; with it, under 0.8%.
  • Contract traps — the clause we check first in each vendor’s paper. Full lists sit in the vendor pricing and contract audit directory.

One clause applies to every platform in the matrix, and it is missing from most first drafts:

Universal clause · Hotel commission and content margin

The Provider shall remit no less than 80% of all commissions earned on Client hotel bookings and disclose, by property, any margin on Provider-sourced rates, quarterly, reconciled to the Client’s booking data.

Shortlisting rules by spend tier

  1. Under $1.5M — fix policy before vendor. At this size a written policy, an OBT mandate and unused credit tracking move more money than the choice of provider. Shortlist one people-led and one app-led option, and start from the policy clause generator.
  2. $1.5M–$10M — test the bundle. Cloud platforms and upper mid-market TMCs compete hardest here. Price every bidder with and without card, expense and flexibility add-ons, so bundled discounts cannot hide a higher travel fee.
  3. $10M+ — test the model. Ask every global TMC to price both a transaction schedule and a collared management fee, measure SLAs per region, and add a third bidder from outside the incumbent’s peer group to move best-and-final offers.
  4. Any tier, mid-contract — benchmark first. A merger, a forced tool migration or an expiring term is a negotiating window. Benchmark the current contract before replying to the incumbent’s proposal.

Why the comparison has to be independent

The two largest TMCs each own a consultancy: Advito sits in the BCD group and Amex GBT Consulting inside Amex GBT. Cloud platforms publish comparisons of themselves. None of these can run a neutral TMC selection. An independent comparison has three properties: the buyer’s own data builds the basket, every bidder prices the same normalized lines, and the adviser earns nothing from the winner.

Our method follows the TMC RFP guide: a mock basket of 1,000 of your real transactions, a forced common price sheet, a live booking test on your top routes and a weighted scoring matrix. Before an RFP, a 30-day forensic spend audit establishes the baseline every bid is measured against.

Executive FAQ

Questions procurement teams ask about this

Which is the best travel management company in 2026?

There is no single best TMC; there is a best contract for a given program. A $12M multinational with complex itineraries, a $2M mobile-first sales team and a SAP ERP enterprise renewing Concur need different models. Use the matrix to shortlist by spend tier and platform type, then compare finalists on one basket of your own trips with the same twelve fee and SLA lines.

What is the difference between a legacy TMC and a modern cloud TMC?

A legacy TMC such as Amex GBT, BCD Travel or FCM sells servicing through large agent networks and prices it per transaction or through a management fee, often on a third-party booking tool. A cloud TMC such as Navan or TravelPerk sells its own software with a smaller agent team behind it and prices per trip, per plan or as a bundle. Spotnana sits apart as an open platform that separates technology from servicing.

Is CWT still a separate TMC?

No. American Express Global Business Travel completed its acquisition of CWT in 2025, so CWT is now part of Amex GBT. Former CWT clients should review their assignment, change-of-control and termination clauses and benchmark any harmonized fee schedule before accepting it. The CWT merger alternatives page sets out the three options: roll over, renegotiate, or run an RFP.

Are the fees in this comparison the vendors’ list prices?

No. They are typical contracted ranges we see in RFP responses and invoices across programs of different sizes, normalized so models can be compared. Corporate travel pricing is negotiated per client and changes over time. Treat each figure as an audit question and verify it against your own proposal or contract; the vendor audit directory lists the questions for each provider.
