Amex GBT vs. BCD Travel: Enterprise TMC Fee Schedules, Global SLA & NDC Comparison

At enterprise scale, Amex GBT and BCD Travel are close on service quality and close on headline fees, so the decision turns on pricing model and contract architecture. Amex GBT bids usually lead with a transaction-fee schedule on its own booking technology; BCD bids frequently offer a management fee or hybrid on top of a third-party OBT.

Which model is cheaper depends almost entirely on your online adoption and offline complexity. The simulator below shows the crossover on a $12M multinational program.

How the two enterprise TMCs bid

Amex GBT (American Express Global Business Travel, NYSE: GBTG) owns Egencia and, since 2025, CWT. Its enterprise bids typically combine its Neo booking tool or a third-party OBT with a global network of owned operations and partners, priced on a per-transaction schedule. Its consulting unit, Amex GBT Consulting, sits inside the same company.

BCD Travel is part of the privately held BCD Group. Most of its programs book through a third-party OBT such as SAP Concur, with its TripSource traveler app and data products layered on top, and its consulting arm Advito inside the same group. BCD commonly offers transaction, management-fee or hybrid pricing.

Both cover most markets through a mix of owned offices and partner agencies. Ask each bidder for a named list of countries served by partners, because partner markets are where SLAs, fee schedules and data quality most often diverge from the master agreement.

The headline online fee is within a dollar or two for most enterprise bids. The large differences come from rows 3, 7 and 9: whether OBT licensing is itemized or buried, how the management fee is collared against volume, and how much revenue the TMC actually puts at risk when the SLA is missed.

Annual lineAmex GBT (transaction schedule)BCD Travel (management-fee hybrid)

  • Amex GBT (transaction schedule): Pay per touch; cost scales with offline share, exchanges and complex-itinerary billing.
  • BCD Travel (management-fee hybrid): Fixed management fee covers servicing; per-booking line is third-party OBT licence pass-through.

Figures are normalized benchmark assumptions for a typical enterprise contract from Business Travel Consulting 2026 benchmarks, not quotes or either TMC’s price list; both TMCs offer more than one pricing model.

Transaction fee vs. management fee: the crossover

A transaction schedule charges for every touch, so cost rises with offline share, exchanges and complexity. A management fee prices the servicing in advance, so cost is flat until volume moves outside the agreed band. The simulator shows the two models at 72% online adoption on $12M; move adoption down toward 60% and the management-fee hybrid closes the gap, because the transaction schedule bills thousands more agent-assisted touches while the fixed fee does not move.

  • Management fee wins when offline share is high, itineraries are complex (multi-country, rotational crew, VIP) or exchange rates exceed 15% of trips, as in energy and marine crew programs.
  • Transaction fee wins when online adoption is high (75%+) and stable, as in sales-heavy domestic programs and consulting firms with weekly commuters.
  • Either loses without a collar. A management fee with no volume band overcharges in a down year; a transaction schedule with no complexity cap drifts upward every quarter.

The exact contract clauses to demand from each TMC

From Amex GBT

Schedule C · Global rate card

The fees in Schedule A apply in every country listed in Appendix 1, whether serviced by the TMC’s own offices or by a network partner. Any partner market fee above Schedule A requires the Client’s written approval before the first invoice.

Clause 11.2 · Account team continuity

The named global account director and regional leads shall not be reassigned during the first 18 months of the term without 60 days’ notice and Client approval of the replacement. Integration of any acquired business shall not reduce the service levels or staffing ratios in Schedule D.

From BCD Travel

Clause 4.6 · Management fee collar

The annual management fee is based on a baseline of the transaction count in Schedule B. If actual transactions fall more than 10% below baseline, the fee reduces pro rata for the excess shortfall; increases above 10% are billed at the agreed incremental rate only after Client approval.

Clause 14.1 · Consulting independence

No affiliate of the TMC shall benchmark, audit or advise the Client on TMC fees, TMC selection or TMC contract terms. Any affiliate engagement on air or hotel sourcing shall be scoped separately and shall not share Client data with the TMC account team beyond what the Client authorizes in writing.

Both TMCs should also sign the SLA fee-at-risk and NDC parity clauses in the TMC RFP guide, with credits paid quarterly and calculated per region, not as a global average that hides one weak market.

When each TMC fits

Amex GBT fits
Programs that want one provider for booking technology and servicing, with heavy US, UK and transatlantic volume, executive or VIP desks, and meetings in the same contract. Buyers already on Egencia or CWT have migration leverage; see the post-CWT merger playbook.
BCD Travel fits
Multinationals that want to keep their own OBT (often SAP Concur), prefer a management-fee or hybrid model, and want to keep data products and traveler app separate from the booking tool. Firewall Advito from any TMC fee review.
Run both against a third bidder
Two-horse enterprise RFPs converge on price quickly. Adding an upper mid-market global TMC such as FCM, compared in FCM Travel vs BCD Travel, usually moves best-and-final offers further than a third round with the same two.

Running a neutral enterprise RFP or contract benchmark

Both TMCs own consultancies, so neither can neutrally benchmark the other. An independent benchmark normalizes the bids before anyone negotiates.

  1. Weeks 1–2 — Country-level data pull. Collect 12 months of transactions by country, channel and itinerary type, plus ARC/BSP air data and hotel commission statements. Partner markets get their own baseline.
  2. Weeks 3–4 — Two-model price sheet. Require every bidder to price the same mock basket on both a transaction schedule and a management fee with a ±10% collar, so the crossover is visible.
  3. Weeks 5–6 — SLA and NDC test. Score speed to answer, fee-at-risk and NDC exchange servicing per region. Check NDC claims against carrier surcharge exposure on your top city pairs, such as the Lufthansa Group DACH corridor.
  4. Weeks 7–10 — Best and final. Negotiate the clause set above, then score final offers in a weighted matrix.

Executive FAQ

Questions procurement teams ask about this

Is Amex GBT or BCD Travel cheaper for a $10M+ program?

Neither is structurally cheaper. On normalized enterprise bids the online fee usually differs by a dollar or two. The total turns on pricing model: a transaction schedule tends to win when online adoption is high and stable, while a collared management fee tends to win where offline share, complexity or exchange volume is high. Price both models on the same mock basket of your own transactions before deciding.

What is the conflict with Advito or Amex GBT Consulting?

Advito is part of the BCD group and Amex GBT Consulting is part of Amex GBT. Both do valuable air and hotel sourcing work, but neither is independent when the question is TMC fees, TMC selection or the TMC contract itself. If you use either, add a written firewall clause and commission the TMC fee benchmark from a party with no TMC ownership.

How should a global SLA be structured with Amex GBT or BCD?

Measure per region, not as a global average, because one weak partner market disappears inside a global number. Set speed to answer at 45 seconds or better, abandonment under 5%, first-contact resolution and invoice accuracy, then put 8%–12% of annual fees at risk with quarterly credits. Ask for the list of partner-served countries and apply the same SLA there.

Does the OBT choice change the Amex GBT vs BCD comparison?

Yes. Amex GBT can bid on its own Neo tool or Egencia as well as third-party OBTs, while most BCD programs book through a third-party OBT such as SAP Concur, which carries its own per-booking licence fee. Compare all-in cost per online transaction, TMC fee plus OBT licence, or the bid with the bundled tool will look artificially cheaper or more expensive.
